T47 International is seeking an experienced Contract Project Manager (CPM) to lead facility operations and maintenance services at the Federal Highway Administration’s Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. This is an onsite leadership position responsible for overseeing daily contract performance, supervising personnel, and serving as the primary point of contact with the Government.
The ideal candidate is an experienced facilities manager with a strong background in building operations, maintenance management, and federal or commercial facility contracts.
Primary Responsibilities
- Manage the daily operations of the facilities maintenance contract and ensure all work is completed safely, on time, and in accordance with contract requirements.
- Supervise onsite personnel and coordinate work assignments across multiple maintenance disciplines.
- Serve as the primary point of contact with the Government Contracting Officer’s Representative (COR).
- Plan, direct, and coordinate preventive and corrective maintenance activities.
- Monitor contract performance, quality, staffing, scheduling, and customer service.
- Review work orders to ensure maintenance requests are properly assigned and completed.
- Manage subcontractors, materials, and operational resources.
- Maintain contract documentation, reports, and performance records.
- Ensure compliance with all applicable safety regulations, contract requirements, and company policies.
- Exercise full authority to make operational and financial decisions necessary for successful contract performance.
Minimum Qualifications
- Five (5) years of recent experience (within the last seven years) managing building operations and maintenance for commercial, institutional, or federal facilities of similar size and complexity.
- Working knowledge of mechanical, electrical, plumbing, and general building systems.
- Experience supervising maintenance personnel and coordinating multiple trades.
- Strong leadership, organizational, and communication skills.
- Ability to read, write, and speak English fluently.
- Proficiency with Microsoft Office and computerized maintenance management systems (CMMS) is preferred.
- Ability to successfully pass any required background investigation and maintain facility access.
Preferred Qualifications
- Experience managing federal or Department of Transportation facility maintenance contracts.
- Experience working with CMMS platforms and performance-based service contracts.
- Bachelor’s degree in Facilities Management, Engineering, Construction Management, Business, or a related field (preferred but not required).
