Manager of Health Policy
Job Summary:
The Manager of Health Policy serves as an individual contributor responsible for advancing AAPA’s health policy agenda through research, analysis, writing, stakeholder engagement, and advocacy related to federal legislation, regulatory policy, and healthcare reimbursement. This position serves as a shared resource supporting both AAPA’s Federal Advocacy and Reimbursement teams, balancing responsibilities across each function to advance the organization’s strategic priorities.
Working collaboratively with internal and external stakeholders, the Manager of Health Policy provides subject matter expertise and policy recommendations that promote optimal PA practice, improve reimbursement and coverage policies, and support the full integration of PAs into current and emerging healthcare delivery models.
Key Responsibilities:
Federal Advocacy
- Monitor, research, and analyze federal legislation, regulations, and policy initiatives affecting the PA profession and aligned with AAPA’s strategic priorities.
- Analyze proposed federal rules and regulations and draft comments, policy recommendations, and advocacy materials consistent with AAPA’s positions.
- Attend and summarize congressional hearings, federal agency briefings, coalition meetings, and other external events to inform AAPA’s advocacy efforts.
- Represent AAPA in coalitions, workgroups, and meetings with government agencies and external stakeholders, communicating the organization’s policy priorities.
Reimbursement & Health Policy
- Research and analyze payer reimbursement policies and emerging health policy issues, including Medicare, Medicaid, commercial insurance, value-based care, telehealth, artificial intelligence, electronic health records, and other issues affecting PA practice.
- Track federal and state laws, regulations, and payer policies related to PA reimbursement and coverage of PA-provided services.
- Develop and administer surveys of Medicaid programs, workers’ compensation programs, and commercial payers to assess PA payment policies and maintain related policy databases to support advocacy initiatives.
- Identify trends, barriers, and opportunities related to reimbursement and healthcare policy, and develop recommendations that support AAPA’s advocacy objectives.
Shared Responsibilities
- Build and maintain productive relationships with PAs, constituent organizations, healthcare systems, government agencies, professional associations, commercial payers, and other stakeholders to gather information, support advocacy initiatives, and advance optimal PA practice.
- Develop policy communications and educational resources, including issue briefs, legislative fact sheets, website content, presentations, and other public-facing materials.
- Present policy information and AAPA priorities to internal and external audiences, including conferences, webinars, meetings, and stakeholder events.
- Provide subject matter expertise and policy recommendations to AAPA leadership, supporting organizational positions on emerging legislative, regulatory, and reimbursement issues.
- Partner closely with the Federal Advocacy and Reimbursement teams to balance priorities, manage multiple concurrent projects, and provide strategic policy expertise across both functions.
Education and Experience:
- Bachelor’s degree in Health Policy, Public Policy, Political Science, Healthcare Administration, or a related field.
- Five or more years of progressively responsible experience in health policy, government affairs, healthcare reimbursement, healthcare advocacy, or a related field preferred.
- Experience researching and interpreting federal legislation, regulations, and healthcare reimbursement policies.
- Excellent written and verbal communication skills, with the ability to communicate complex policy issues clearly to a variety of audiences.
- Strong analytical, research, organizational, and project management skills with exceptional attention to detail.
- Demonstrated ability to build relationships, influence stakeholders, and collaborate effectively across departments and with external partners.
- Ability to work independently, exercise sound judgment, and manage multiple priorities in a hybrid work environment.
- Ability to attend occasional in-office meetings and events in the Washington, DC metropolitan area, including occasional evening functions.
