MS-IL Staffing & Packaging is NOW HIRING a full-time Government Contract Specialist in the Indianapolis, Indiana, area!
Salary Range: $50-60k + Commissions
The Government Contract Specialist is responsible for expanding MS-IL Staffing & Pro Talent Group’s public sector business by identifying, pursuing, and managing federal, state, and local government contracting opportunities. This role researches solicitations, prepares compliant proposals, supports contract development, and builds relationships with government agencies to drive growth within the government staffing market.
Job Duties & Responsibilities:
- Identify and monitor government contracting opportunities through procurement portals, bid systems, and agency outreach.
- Review and respond to RFPs, RFQs, ITBs, and other government solicitations.
- Prepare, coordinate, and submit proposals, bid packages, capability statements, and supporting documentation.
- Maintain proposal templates, pricing documentation, registrations, certifications, and contract records.
- Collaborate with recruiting, operations, compliance, and leadership teams to develop competitive responses.
- Assist with contract negotiations, renewals, modifications, and compliance reporting.
- Track awarded contracts and identify opportunities for expansion and renewal.
- Develop and maintain relationships with government procurement contacts and attend industry events as needed.
- Support strategic initiatives to meet government workforce and staffing needs.
Additional Responsibilities
- Interpret solicitation documents, contracts, and procurement requirements.
- Prepare reports, proposals, and contract correspondence.
- Provide support and knowledge-sharing to team members.
- Perform other duties as assigned.
Education & Experience Required:
- 2-3 years of experience in government contracting, proposal management, business development, staffing, or related field.
- Bachelor’s degree or relevant certification in Business, Public Administration, Communications, or related field preferred but not required.
- Experience preparing RFPs, RFQs, bids, and government proposals.
- Experience with CRM systems and government procurement platforms preferred.
- MWBE/DBE diversity certification experience.
Skills for Success:
- Knowledge of federal, state, and local procurement processes.
- Strong proposal writing, organizational, project management, and communication skills.
- Ability to manage multiple priorities and deadlines independently.
- Staffing, workforce solutions, logistics, manufacturing, or industrial services experience.
- Strong negotiation, relationship-building, and problem-solving skills.
- Understanding of revenue, profitability, and gross margin concepts.
- Advanced computer skills and ability to interpret complex written instructions.
- Valid driver’s license and ability to travel up to 25%.
- Successful completion of background check.
